Pennsylvania Construction Notices Directory
Act 142 is set to go into effect 12/31/16 and will dramatically impact the rights of PA Owners, Contractors, Subcontractors and Suppliers who are interested in managing, protecting, preserving or filing mechanics lien claims on projects whose total value exceed $1.5 Million. A new online Construction Notices Directory has been established in the state, and all participants on a project will need to understand how to log-in, enter data and monitor job status. If you’re a project owner, the directory is designed to manage and limit your exposure to lien claims. If you’re supplying labor or materials to a job and you don’t take part in this new directory, you risk losing your lien rights – lien rights can be your best opportunity to protect your right to payment.
Bob Watson is this year’s chair of the Montgomery Bar Association’s Construction and Public Contract Law Committee. Follow this link to read his recent article on the changes: https://www.eastburngray.com/ebg/files/Sidebar_Fall_2016.jpg.
In addition, Bob has been working directly with PA DGS officials charged with designing and launching the new website. Thanks to his involvement, Eastburn and Gray, PC has been asked to invite clients and friends to visit the site now prior to its official launch later next week, and take a look around. The Directory is currently available at http://www.scnd.pa.gov/ and http://apps.pa.gov/scnd. You are encouraged to submit comments or requests to the System Administrator at RA-GSPASCND@pa.gov.
